In the context of modern society, the allocation of public and private resources is increasingly dependent on scientific and rational decision-making mechanisms, among which expert evaluation has become a core link that cannot be replaced. From the review of scientific research projects and innovation funds to the evaluation of talent selection and policy formulation, expert evaluation, with its professional authority and knowledge advantages, provides important support for optimizing resource allocation and reducing decision-making risks. However, as the scope of expert evaluation application expands and the complexity of evaluation objects increases, the phenomenon of decision-making differences among experts has gradually attracted widespread attention from the academic community and practical circles. Why do experts with similar professional backgrounds often form different evaluation opinions on the same project? What are the core factors affecting the differences in expert evaluation decisions, and what is the internal mechanism behind these differences? These questions not only relate to the reliability and validity of expert evaluation results but also affect the fairness and efficiency of resource allocation, which is an urgent academic topic to be explored and solved. 

Against this background, this monograph focuses on the research theme of "Influencing Factors and Mechanisms of Differences in Project Expert Evaluation Decisions", aiming to systematically explore the sources, performance and internal operation mechanisms of differences in expert evaluation decisions, and provide theoretical support and practical guidance for improving the quality of expert evaluation and optimizing resource allocation mechanisms. Based on the theoretical perspective of institutional logic, bounded rationality and cognitive psychology, this book integrates the research results of management, psychology, computer science and other disciplines, and takes the 2017 Beijing InnoFund project evaluation as the empirical research object, using 1,564 start-up enterprise application samples to conduct in-depth empirical analysis, which makes the research have strong pertinence and practicality.
