Public buildings serve public functions such as education, sports, and culture, and their safe operation is directly related to personal safety and the order of social activities. Taking the needs of disaster prevention and mitigation as its starting point, this book conducts research on the evaluation and enhancement of safety resilience in public buildings. The service state of public buildings is jointly determined by the building proper, ancillary components, equipment systems, personnel organization, and external support conditions. Under disaster disturbances, risks and impacts propagate along functional dependencies; therefore, attention should be paid to the complete process from pre-disaster preparation and disturbance response to post-disaster recovery. Accordingly, this book constructs an evaluation framework covering three stages: pre-disaster defense and preparation, disturbance adaptation and maintenance, and post-disaster restoration and continuation. It forms an evaluation system comprising 3 criterion-layer indicators, 9 sub-criterion-layer indicators, and 26 third-level indicators, and emphasizes the correspondence between indicator meanings and on-site inspection, maintenance, and response tasks. Methodologically, the Analytic Hierarchy Process (AHP) and the Entropy Weight Method are integrated to determine indicator weights, and the cloud model is used to describe the position, dispersion characteristics, and uncertainty of evaluation results. A case study of a school gymnasium is conducted. Through comprehensive evaluation and hierarchical diagnosis, key shortcomings are identified, such as wind resistance verification of roof enclosure, deployment of water-blocking and drainage resources, effective monitoring coverage, temporary accommodation, and fulfillment of maintenance material supply. Their relationships with basic verification, emergency plan coordination, energy supply support, and personnel organization are also examined. The enhancement strategy section translates evaluation findings into specific implementation tasks and discusses phased implementation, option selection, change management, maintenance handover, re-evaluation, and record traceability. This book also emphasizes the interpretive boundaries of evaluation results, noting that expert scoring, cloud model parameters, and scenario calculations need to be combined with building inspection, professional testing, equipment testing, and on-site functional verification. The book is intended for researchers, engineering technicians, managers, and students in fields such as public building safety management, operation and maintenance, and disaster prevention and mitigation. It aims to provide an actionable working path from functional understanding and indicator evaluation to hierarchical diagnosis and improvement verification. Limited by the case scope and data conditions, the relevant conclusions still need to be further tested and refined in different types of buildings and continuous operation records.
